Carmarthenshire County Council Initiates Review of School Catchment Areas

Carmarthenshire County Council has launched a review of school catchment areas and the eligibility for free transport in West Wales. This initiative is part of the preparations for the revised school admission arrangements and transport policies for the academic year 2027/2028. The proposed changes include updates to catchment boundaries and a recommendation to restrict free school transport to only a learner’s designated catchment school starting in September 2027.

Councillor Glynog Davies, the council’s cabinet member for education, emphasized the importance of these changes. He stated, “The proposed changes to school catchment areas and transport within Carmarthenshire will enable us to deliver a more balanced education provision across the county.” The council is actively encouraging parents, teachers, school governors, and the wider school community to participate in the consultation process.

Background and Justification for Changes

Catchment areas in Carmarthenshire have largely remained unchanged since a comprehensive review in 2010, with only minor adjustments made due to school reorganizations or closures. The council has indicated that the proposed changes are informed by data and various factors. These include the need to better align catchments with administrative boundaries, ensure that all areas of the county are included, balance pupil numbers, and enhance the efficiency of school transport systems.

Additional motivations for the changes include the use of digital mapping technology for increased accuracy, the promotion of community cohesion, and informal feedback received from local schools. It is important to note that Voluntary Aided Schools, which establish their own admissions policies and catchment maps, are not included in this review. Furthermore, the consultation does not apply to Additional Learning Need Units and specialist schools.

Consultation Details and Public Engagement

The council reassured parents that these changes will not affect their rights to apply to any school of their choice under the Welsh Government’s admissions policy. The consultation is set to remain open until February 27, 2026, allowing ample time for community input.
