Thomas Jolyffe Primary School Cuts Pupil Intake Amid Demand Decline

The Thomas Jolyffe Primary School in Stratford has announced a significant reduction in its annual pupil intake, decreasing its reception places from 60 to 30. This decision, effective from September 2027, arises from a noted decline in demand for school places in the area.

Joint Decision by Council and School

The reduction was reached through a collaborative decision between Warwickshire County Council (WCC) and the school administration. The council noted that, despite ongoing building projects within the region, forecasts indicate a growing surplus of school places in the coming years, peaking in 2028. A spokesperson for WCC stated, “Although some building work is taking place in the area, the current forecast suggests an increase in surplus places over the next few years.”

Maintaining a reserve of school places is essential for accommodating families relocating to the area. However, the council emphasized that this surplus can lead to financial difficulties for schools when pupil numbers exceed the limit for infant class sizes, which stands at 30 children per qualified teacher. Schools then face the challenge of potentially funding additional teachers for smaller groups, impacting their overall budgets.

By halving the number of reception places at Thomas Jolyffe Primary School, the administration aims to foster long-term stability and financial sustainability.

Changes in Admission Arrangements

This decision is part of WCC’s broader strategy to revise school admission arrangements for the 2027/2028 academic year. Alongside the changes at Thomas Jolyffe, adjustments to priority areas for other schools in the Stratford district are also planned. For instance, Lighthorne Heath Primary School and Shottery St Andrew’s Primary School are set to relocate due to new housing developments.

The proposed changes will modify the existing priority areas for both schools to include new residential developments, ensuring that children in these areas have priority access to local education. Specifically, the priority area for Shottery St Andrew’s will expand to overlap with that of Holy Trinity CE Primary School, while Bishopton Primary School will also see its priority area adjusted in a similar manner.

Consultations regarding these changes were conducted between November 2025 and January 2026, allowing community feedback to shape the final decisions. These adjustments reflect a strategic response to demographic shifts and the evolving educational landscape in Stratford.
