The Albanian Forum has announced its readiness to present an initiative for an annual supplement at the upcoming meeting of the Social Council. This proposal comes alongside a comprehensive legislative package aimed at enhancing revenue through amendments to existing tax laws in Montenegro.
The party has indicated that it has fully prepared modifications to the Value Added Tax (VAT) Law, the Law on Administrative Fees, and the Law on Tax Administration. These changes will introduce obligations for large international digital platforms, specifically through VAT requirements and a new digital tax. The forum believes these legislative measures will adequately cover the costs associated with the proposed annual supplement.
Earlier today, the Movement Europe Now (PES) parliamentary group advised its coalition partner, Đeljošaj, to align its initiative regarding the supplement with the Social Council, of which they are also a member. PES emphasized that they have a clear proposal for both expenditures and revenues. They expressed willingness to resolve any issues concerning who formally proposes the legislation.
“We are open to another parliamentary club introducing these laws instead of the Albanian Forum. What matters to us is improving the standard of living for citizens, not whose name appears on the proposal,” the party stated. They also highlighted the importance of the individual political authority of all parliamentarians, asserting that they are not anyone’s property, including that of Nika Đeljošaj.
The suggested measures have been aligned with taxation practices in European Union countries and represent current standards in modern tax systems. The Albanian Forum expressed understanding if there is reluctance to implement these measures in the current year. However, they believe it is the responsibility of lawmakers to adopt and enforce these changes without delay.
The Parliament of Montenegro is the sole authority for deciding on laws through voting. While the forum refrained from further comments regarding the specific naming of their leader, they noted that such an approach reflects a lack of political maturity.
