Greater Manchester Plans Major New Recycling Centre in Bolton

UPDATE: A groundbreaking new recycling facility is set to transform waste management in Greater Manchester, as the Greater Manchester Combined Authority (GMCA) has just submitted a planning application for a massive waste recovery centre in Bolton. If approved, this facility will significantly enhance the region’s recycling capabilities, handling 140,000 tonnes of dry recyclable waste annually.

The proposed site, located at the former in-vessel composting (IVC) building on Salford Road, Over Hulton, is 2.8 miles southwest of Bolton town centre. This facility aims to replace the existing Materials Recovery Facility (MRF) at Longley Lane, Sharston, which has been operational since 2013 and currently processes between 90,000 and 100,000 tonnes of recyclable materials each year.

GMCA, recognized as the largest waste disposal authority in the UK, is responsible for managing approximately 1.03 million tonnes of waste from over one million households across the metropolitan districts of Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, and Trafford. The improved facility will allow for the recovery of additional materials that are not currently processed at Longley Lane, including pots, tubs, trays, films, and Tetra Pak cartons.

A planning statement supporting the proposal emphasizes the urgent need for enhanced processing capacity. The new MRF will accept a wider range of recyclable materials, addressing the growing recycling demands of the Greater Manchester area.

The site spans approximately 3.7 hectares and primarily consists of hardstanding from the former IVC facility, which has been inactive since 2019. The existing building previously processed kerbside collected garden and kitchen waste into agricultural compost.

If the plans receive approval, the facility will feature a one-way HGV access system around the southeast corner and an educational centre with a viewing platform, aiming to engage the community in environmental efforts.
