BREAKING: Hull City Council has just approved a groundbreaking new strategy aimed at rapidly increasing council housing delivery in the city. The ambitious plan targets the construction of 840 new council homes by 2031 to combat a growing housing crisis, as the number of people presenting as homeless has surged from 2,000 to 4,000 in recent years.
In a recent cabinet meeting, officials revealed alarming statistics: the availability of council housing units for re-letting has plummeted from 1,800 to 1,100 annually. This drastic decline has placed immense pressure on the council and its social housing partners to meet the burgeoning demand for affordable housing.
The council’s report emphasizes the need for a “more long-term collaborative approach” in housebuilding, stating that a lead delivery partner will be procured to enhance efficiency. The cabinet has delegated the contract award to the Executive Director of Housing, with a decision record to be published in consultation with key officials.
Cllr Paul Drake-Davis, the council’s portfolio holder for housing, expressed urgency in addressing the national housing crisis, stating, “We’re determined to do everything we can to support local residents.” He emphasized the commitment to work with communities to build quality housing, saying the latest strategy will help produce more and better homes for those in need.
As of now, 194 homes are already contracted, representing 23% of the target, with an additional 42 homes across three sites currently out to tender. If viable, this would increase the total to 236 homes, or 28% of the goal.
The council undertook market interest exploration over the summer of 2025, receiving 12 responses from various organizations, some of which have successfully delivered new homes in Hull previously, while others are new to working with the council.
The new housing framework aligns with the council’s Housing Growth Plan for 2025-31 and includes an initial ten-year contract with an option to extend for five more years. This strategic approach aims to accelerate housing delivery and create well-designed neighborhoods that prioritize community needs.
