Urgent Concerns Rise Over Derelict Grade II Civic Centre Sale

UPDATE: Local officials are raising urgent questions about the derelict state of the historic Grade II-listed Civic Centre in Colwyn Bay, sold just last year for the price of a semi-detached house. At a finance and resources overview and scrutiny committee meeting, Cllr David Carr expressed deep frustration over the building’s continued neglect, stating that residents are dissatisfied with the lack of progress.

The Civic Centre was sold in late 2022 to hotelier Ian Robbins of Parc Eirias Hotel Ltd, who pledged to invest £2-3 million into transforming it into a four-star hotel. However, with no redevelopment activity initiated, the building remains boarded up and overrun with weeds. This shocking development follows a previous failed hotel project that left the historic site in disrepair since council staff vacated it in 2018.

During the committee meeting held earlier this week, Cllr Carr highlighted local discontent, stating, “The sale of the Civic Centre for £250,000 was criticized widely; it’s the price of a semi-detached house. We were promised a hotel that would create jobs for our community, yet nothing has happened.”

Following the lack of action, Conwy County Council initiated enforcement measures against the building due to its deteriorating condition. In a surprising turn, the Civic Centre was sold again this summer to businessman Robin Brookes, who now aims to turn it into an “aparthotel.” Despite this new ownership, the condition of the property remains unchanged.

Cllr Carr’s remarks reflect a growing unrest among residents who feel let down by both the council and the new owners. As frustrations mount, Cllr Cheryl Carlisle, chairing the meeting, stated that council officials would address these concerns privately, referring the matter to the council’s chief executive, Rhun ap Gareth.
